HSE Specialist (OSP / Data Centre / Exchange)

About the role

The HSE Specialist will lead health, safety and environmental management for OSP, data centre and exchange building construction and commissioning activities in Damascus. The role ensures compliance with the project HSE Management Plan, local regulations and international safety standards, aiming for zero harm to personnel, the environment and third parties.

Key responsibilities

• Implement, monitor and enforce the HSE Management Plan, site safety rules and method statements across all construction and commissioning works.
• Conduct daily safety inspections, hazard walks and issue observations, ensuring corrective actions are closed.
• Review and approve contractor HSE documentation, including RAMS, PTW requests and toolbox talks before work starts.
• Manage the Permit to Work system for high‑risk activities such as work at height, confined spaces, hot work and mechanical lifts.
• Lead incident investigations, perform root‑cause analysis and issue corrective‑preventive action reports.
• Deliver HSE inductions for new personnel and verify training and competency before site access.
• Monitor contractor compliance with emergency response, fire prevention, first aid and environmental controls.
• Prepare weekly and monthly HSE performance reports with leading and lagging indicators.
• Coordinate with client and authority HSE representatives during inspections, audits and regulatory visits.
• Maintain safety notice boards, signage, emergency contacts and evacuation points.
• Ensure environmental compliance for utilities protection, ground disturbance permits and waste disposal.
• Support COSHH controls for hazardous materials such as UPS batteries, refrigerants, diesel fuel and construction chemicals.
• Conduct periodic HSE audits of contractor safety management systems and issue graded audit reports.

Required profile

• Bachelor’s degree in occupational health and safety or a related field.
