Institutional Development and Community Committees Advisor

About the role

The Assistance Coordination Unit (ACU) seeks an Institutional Development and Community Committees Advisor to support inclusive local communities in Aleppo, Hama and Homs. The consultant will guide neighborhood committees, strengthen their governance, and promote transparent, participatory decision‑making.

Key responsibilities

• Facilitate the activation and empowerment of neighborhood committees across the three target cities.
• Provide practical training and continuous mentorship to committee members on needs identification, resident engagement and service coordination.
• Ensure governance processes adhere to principles of participation, transparency and accountability.
• Monitor and evaluate committee performance, producing regular reports for ACU and project partners.
• Coordinate with local authorities and NGOs to align committee activities with broader development objectives.

Required profile

• Proven experience in community development, local governance or capacity‑building initiatives.
• Strong understanding of participatory decision‑making and accountability mechanisms.
• Excellent communication and facilitation skills in Arabic and English.
• Ability to work independently in a conflict‑affected environment and travel regularly between Aleppo, Hama and Homs.
