WASH Technical Officer – Bobonaro

About the role

The WASH Technical Officer will support World Vision’s water, sanitation and hygiene projects in Bobonaro, Timor‑Leste. Working closely with local NGOs and municipal teams, you will ensure effective implementation of climate‑responsive WASH solutions.

Key responsibilities

• Provide on‑site technical assistance and guidance to partner NGOs during project implementation.
• Conduct routine field monitoring visits and document findings in monitoring and evaluation reports.
• Lead community‑based WASH assessments and support the design of Nature‑Based Solutions.
• Coordinate capacity‑building activities for partner staff on assessment, topographic surveys, hydraulic design, BoQ preparation and use of mWater tools.
• Engage with local government authorities and align projects with DNRAS guidelines and SOPs.
• Support donor and stakeholder field visits and assist in emergency WASH response when needed.

Required profile

• Minimum 2–3 years experience in community‑based or rural WASH project implementation.
• Experience working with NGOs, local partners and community structures.
• Background in Civil Engineering, Architecture or related field.
• Familiarity with community‑based WASH systems and climate‑responsive interventions.

Required skills

• Proficiency in AutoCAD for design work.
• Ability to prepare Bills of Quantities (BoQ) and hydraulic/infrastructure designs.
• Experience with mWater and national WASH MIS/SIBSS data systems.
