Senior Health Information Systems Expert

About the role

NTU International is seeking a Senior Health Information Systems Expert to provide technical and strategic support to the Syrian Ministry of Health. The role focuses on strengthening national health information systems, DHIS2 implementation, data governance, and capacity development.

Key responsibilities

• Support the Ministry in strengthening health information systems and DHIS2 architecture.
• Lead data quality assurance audits and develop routine data quality processes.
• Design and deliver capacity‑building programmes for national health staff.
• Advise on health data governance, interoperability standards (e.g., HL7 FHIR, OpenHIE) and data visualisation solutions.

Required profile

• Master’s degree in Health Informatics, Public Health, Information Systems, Biostatistics or related field (or extensive experience with a Bachelor’s).
• 7–10 years of professional experience in health information systems, including DHIS2 implementation at national level.
• Experience working with ministries of health in fragile or post‑crisis settings.
• Excellent written and spoken English; working knowledge of Arabic is an asset.

• DHIS2 configuration, administration and system architecture.
• SQL and database query skills.
• Data visualisation and business intelligence tools.
• Statistical analysis software (R, STATA, SPSS).
• Microsoft Office suite, especially Excel and PowerPoint.
• Health data interoperability standards (HL7 FHIR, OpenHIE).
