Project Control Manager – Fiber Rollout

About the role

The Project Control Manager will lead planning, monitoring and control of a large‑scale Outside Plant (OSP) fiber rollout program in Damascus. The role is full‑time, onsite and requires close coordination with contractors, client management and cross‑functional teams to ensure schedule, cost and quality targets are met.

Key responsibilities

• Own end‑to‑end project controls from planning through final handover of fibre rollout activities.
• Oversee scope assignment and distribution to contractors across all regions.
• Manage the Project Controls Office covering scheduling, reporting, cost control, contracts, materials, asset management, HSE and QA.
• Drive standardized reporting, dashboards and KPIs across departments and regions.
• Lead risk management – identification, impact assessment and mitigation planning.
• Monitor contractor and vendor performance against approved Project Implementation Plans.
• Oversee change management to maintain scope, budget and schedule stability.
• Coordinate with PCC teams to close financial gaps and support invoicing activities.
• Build strong working relationships with client management, contractors and cross‑functional teams.

Required profile

• 15+ years of experience in project controls, project management or telecom infrastructure delivery.
• Minimum 5 years in a senior or managerial role on large‑scale telecom or infrastructure projects.
• Bachelor’s degree in Engineering, Telecommunications or a related field.
• Strong expertise in project control methodologies, cost management and scheduling.
• Preferred certifications: PMP, PMI‑SP, PMI‑RMP or PRINCE2.
• International experience in a developed telecom market is an advantage.
