Senior Training and Institutional Capacity-Building Consultant

About the role

The Senior Training and Institutional Capacity-Building Consultant will support the Syrian Ministry of Health in strengthening its institutional performance, evidence‑based decision‑making and accountability. The role involves designing, delivering and evaluating training programmes for health‑sector institutions.

Key responsibilities

• Design and coordinate institutional training and capacity‑building programmes, including master training plans and specialised expertise needs.
• Facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.
• Develop pre‑ and post‑assessment tools, monitor training impact and produce simple dashboards.
• Prepare strategic documentation and technical reports for coordination with international partners.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or related field (or Bachelor’s plus 10 years relevant experience).
• Minimum 8 years of experience designing and delivering institutional training, with at least 4 years in public‑sector or health‑sector settings.
• Strong command of Arabic (written and spoken) and professional proficiency in English.

Required skills

• Advanced proficiency in Microsoft Word, Excel and PowerPoint.
• Experience creating interactive training materials and simple monitoring dashboards.
• Professional certification in training/facilitation (e.g., Training of Trainers) is an asset.
