Technical Expert – Strategic Programme & Partnerships Development (TVET)

About the role

The United Nations Relief and Works Agency (UNRWA) is seeking a Technical Expert to lead the strategic development of its Technical Vocational Education and Training (TVET) programme in Syria. The consultant will work closely with the Deputy Director of UNRWA Affairs/Programmes and the TVET field office to design a three‑year strategy, strengthen partnerships, and mobilise resources for sustainable livelihoods of Palestine refugees.

Key responsibilities

• Conduct a comprehensive review of secondary information on the TVET sector, including UNRWA assessments, national strategies, and labour market studies.
• Analyse labour market assessment findings (2025‑2026) and identify implications for programme planning and skills priorities.
• Develop programmatic pathways that align TVET activities with UNRWA’s sustainable livelihoods approach.
• Organise and facilitate consultations with UNRWA headquarters, government ministries, employers, training providers and other partners.
• Visit UNRWA TVET centres to assess strengths, challenges and future development needs.
• Lead workshops with UNRWA staff to define strategic priorities and programme opportunities.
• Draft and present a comprehensive three‑year TVET strategy, financing and sustainability framework, and resource mobilisation plan.
• Produce concept notes, donor briefs, partnership materials and knowledge products.
• Submit monthly progress reports and a final consultancy report with lessons learned and implementation recommendations.

Required profile

• Proven experience in TVET programme development, strategic planning and partnership building.
• Familiarity with labour market analysis and sustainable livelihoods programming.
• Ability to engage a wide range of stakeholders, including UN agencies, government ministries, private sector and training institutions.
• Strong analytical, reporting and presentation skills.
