CME Site Manager – Damascus

About the role

The CME Site Manager will lead Norconsult Telematics' on‑site owner‑engineer oversight of civil, mechanical and electrical works for a mission‑critical data centre in Damascus. The role covers the full project lifecycle from contractor mobilisation through commissioning and handover, ensuring compliance with design, programme and safety requirements.

Key responsibilities

• Oversee on‑site assurance of all CME works, monitor contractor progress against the programme and report any slippage early.
• Verify that installed works follow approved Issued‑for‑Construction drawings, raise Non‑Conformance Reports and ensure quality inspections are completed.
• Manage daily site routine, confirm work fronts are ready, and remove practical obstacles that could cause delays.
• Witness factory and site acceptance tests for major plant (UPS, generators, chillers) and coordinate the commissioning sequence from Level 1 to Level 5 Integrated Systems Test.
• Enforce Health, Safety and Environment regime, including method statements, permits to work and controlled access to high‑risk areas.
• Chair site progress meetings, maintain a live issues log and ensure as‑built drawings, test records and O&M packs meet the target Uptime Tier before sign‑off.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering or a related construction discipline.
• 6‑8 years of CME or building‑services construction experience, including senior on‑site management of at least one mission‑critical facility through commissioning and handover.
• Experience with data centres or telecom facilities; familiarity with critical power and cooling commissioning is a plus.
• Working knowledge of Uptime Institute Tier classifications (Tier III/IV), TIA‑942, NFPA and ASHRAE codes.
• Strong English reporting skills and Arabic for daily coordination with local contractors.

Required skills

• Civil, mechanical and electrical engineering expertise.
• Reading and interpreting civil, structural, mechanical, electrical and plumbing drawings, including single‑line diagrams.
• Safe isolation, Lock‑Out Tag‑Out and permit‑to‑work procedures for live switchgear and battery rooms.
• Site‑safety qualifications such as NEBOSH or IOSH (preferred).
• Project Management Professional (PMP) certification and proficiency with Primavera P6 or MS Project (advantage).
