Data Center / IT Infrastructure Expert

About the role

The Data Center / IT Infrastructure Expert will act as the Technical Advisor for a five‑month consultancy, supporting the project team and implementing partners on all ICT, data‑center and systems‑architecture matters. The role is based in Damascus with occasional coordination visits as required.

Key responsibilities

• Serve as the primary technical liaison between the project team and implementing partners on ICT and data‑center issues.
• Facilitate technical coordination meetings and workshops.
• Assist partners in defining functional and technical requirements for a Centralized Data Center, Digital Data Transformation Centers (DDTCs) and network architecture.
• Provide advisory support for design and architecture, review vendor designs, and ensure alignment with project specifications.
• Evaluate and recommend security frameworks, including access‑control systems, data‑encryption protocols and secure transmission.
• Lead the finalisation of the Bill of Quantities (BoQ) and develop detailed technical specifications for hardware, software, networking, storage, backup, power and cooling.
• Create procurement evaluation criteria, scoring matrices and act as a technical member of evaluation committees.
• Support bid clarification, contract negotiations and vendor selection, and approve FAT, SAT and commissioning reports.

Required profile

• Bachelor’s or master’s degree in Computer Science, IT, Network Engineering, Computer Engineering or a related field.
• Minimum 7 years of progressively responsible experience in data‑center, ICT infrastructure or network engineering.
