EMS/NMS Designer

About the role

We are seeking an experienced EMS/NMS Designer to design and develop Element Management System (EMS) and Network Management System (NMS) solutions for a telecom network in Damascus. The role focuses on creating robust, multi‑domain, multi‑vendor management architectures that integrate seamlessly with OSS/BSS platforms and support NOC operational requirements.

Key responsibilities

• Design EMS and NMS platform architectures for multi‑domain, multi‑vendor environments.
• Develop high‑level and low‑level design documents covering IP/MPLS, DWDM, access and security domains.
• Define management network topology, out‑of‑band interfaces and protocol architectures.
• Design connectivity to network elements using NETCONF/YANG, SNMP, CLI and REST APIs.
• Create fault‑management architectures including alarm correlation, deduplication and escalation workflows.
• Define configuration‑management workflows for automated provisioning, backup and compliance.
• Design performance‑management frameworks for KPI collection, threshold monitoring and reporting.
• Develop accounting and security‑management functions aligned with operational and compliance needs.
• Define SLA monitoring dashboards and reporting structures for NOC operations.
• Design northbound integration with OSS/BSS using REST APIs, CORBA, TL1 or vendor adapters.
• Specify mediation layers to normalize multi‑vendor data into unified OSS formats.
• Architect NOC supervision platforms, operator dashboards and real‑time monitoring views.
• Establish event‑correlation rules, ticketing integration and escalation processes.
• Define role‑based access controls and operator workflow designs.
• Evaluate vendor EMS/NMS platforms for compliance with design standards.
• Coordinate with network domain designers to ensure comprehensive management coverage.

Required profile

• Bachelor's or Master's degree in Telecommunications, Information Technology or Computer Science.
• Minimum 7 years of experience in EMS/NMS design and network‑management system integration.
• Proven experience with multi‑vendor, multi‑domain telecom environments.
• Strong understanding of industry management standards and NOC operational requirements.
