Operations Manager – Telecom Infrastructure (Fiber)

About the role

Norconsult Telematics is looking for an experienced Operations Manager to design, implement and govern the operational model for a new greenfield wholesale telecommunications infrastructure in Syria. The role will define the Target Operating Model, readiness framework and managed‑services strategy for a carrier‑grade network covering fiber, DWDM, IP/MPLS, subsea cable landing stations and related facilities.

Key responsibilities

• Develop and roll out the end‑to‑end Target Operating Model across network, security, field services and technical facilities.
• Design the Operations Readiness and Day‑1 launch plan, including people, processes, technology and vendor readiness.
• Define and govern Operational Acceptance Testing, launch gates, hyper‑care, disaster recovery and business continuity procedures.
• Create the managed‑services sourcing strategy, support RFPs, evaluate vendors and transition to Managed Service Providers.
• Establish governance frameworks for MSP performance, contract compliance, service quality and continuous improvement.
• Set up operational performance metrics such as KPIs, QoS, QoE, KQIs, SLAs and OLAs and produce executive dashboards.
• Ensure compliance with telecom regulations, cybersecurity standards and industry frameworks (ISO, IEC, ITIL, NCA).

Required profile

• Bachelor’s degree in Telecommunications, Electrical Engineering, Computer Science, IT or Business Administration.
• Minimum 15 years of experience in telecom operations or network transformation, with at least 5 years in a senior leadership role.
• Proven track record designing Target Operating Models and readiness frameworks for greenfield or large‑scale telecom projects.
• Extensive experience managing carrier‑grade fiber, DWDM, IP/MPLS, OSS/BSS, IXP and subsea cable facilities.
• Demonstrated ability to govern Managed Service Provider contracts and drive operational excellence.
