ICLA Project Manager – Northwest Syria

About the role
The Norwegian Refugee Council is seeking an ICLA Project Manager to join its Northwest Area Office in Syria. The role will oversee the overall ICLA project portfolio and staffing, while contributing to country‑level programme development in close collaboration with the ICLA Specialist.
Key responsibilities
- Lead strategic planning for the ICLA programme in Northwest Syria, including legal needs assessments, gap analyses and prioritisation.
- Review and improve referral mechanisms for ICLA interventions to align with area office response priorities.
- Assess and adjust ICLA field team structures and job descriptions in coordination with the ICLA Specialist.
- Manage the ICLA project portfolio, ensuring effective implementation and monitoring of activities.
- Support broader programme development at the country level.
Required profile
- Legally eligible to work in Syria (no work permit or visa sponsorship provided).
- Experience in managing humanitarian legal assistance programmes or similar projects.
- Strong understanding of protection and human‑rights contexts.
