ICLA Project Manager – South Central Syria

About the role

The Norwegian Refugee Council is seeking an experienced ICLA Project Manager to lead its legal assistance portfolio in South and Central Syria, overseeing programme planning, implementation and coordination with partners.

Key responsibilities

• Lead strategic planning for the ICLA programme, including legal needs assessments, gap analyses and prioritisation.
• Review and improve referral mechanisms for ICLA interventions aligned with area office priorities.
• Coordinate with the ICLA Specialist to review field team structures, lead recruitment and ensure quality and legal compliance of services.
• Oversee case management and M&E tools, integrate evidence into programme development and ensure legal accuracy of advice.
• Support development of legal tools, training materials and guide legal research, analysis and advocacy messaging.
• Participate in humanitarian coordination forums and lead the Housing, Land and Property Technical Working Group.

Required profile

• Relevant university degree, preferably law, human rights or social studies; master’s degree is an added value.
• Minimum 3 years of senior‑level legal assistance or protection project management experience in humanitarian or recovery contexts.
• Fluency in Arabic (must) and English (written and verbal).
• Experience working in complex and volatile contexts and knowledge of displacement in Syria and the Middle East.

Required skills

• ICLA (Legal) technical expertise, including Housing, Land & Property and civil documentation issues.
• Experience with legal programming and legal case management.
