National Health Planning and Policy Advisor

About the role

The Key Expert will provide strategic and technical support to the Syrian Ministry of Health, strengthening institutional capacity, governance and evidence‑based decision‑making in health‑sector planning and policy.

Key responsibilities

• Assist the Ministry in developing health‑sector strategic plans, budgeting processes and results‑based monitoring frameworks.
• Facilitate donor and development partner coordination and design capacity‑building activities related to planning and policy.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or a related field.
• Minimum 8 years of professional experience in health‑sector planning, policy development or donor coordination, preferably in MENA or fragile/post‑crisis contexts.

Required skills

• Proficiency with planning and monitoring software or results frameworks.
• Strong analytical and report‑writing abilities, including synthesis of complex data into policy recommendations.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Office, especially Excel, Word and PowerPoint.
