Senior Health Information Systems Expert

About the role

NTU International is seeking a Senior Health Information Systems Expert to support the Syrian Ministry of Health under an EU‑funded technical assistance project. The role focuses on strengthening national health information systems, DHIS2 implementation, data governance and interoperability.

Key responsibilities

• Provide technical and strategic support for DHIS2 configuration, administration and system architecture at the national level.
• Lead health data governance initiatives, ensuring compliance with standards such as HL7 FHIR and OpenHIE.
• Conduct data quality audits and develop routine quality assurance processes.
• Design and deliver capacity‑building programmes for Ministry staff, especially in fragile or post‑crisis settings.

Required profile

• Master’s degree in Health Informatics, Public Health, Information Systems or related field (or extensive experience with a Bachelor’s).
• 7–10 years of professional experience in health information systems strengthening, including DHIS2 implementation.
• Demonstrated experience in data quality assurance and capacity‑building for national health staff.
• Excellent written and spoken English; working knowledge of Arabic is an asset.
