National Health Planning and Policy Advisor

About the role

The project provides technical assistance to the Syrian Ministry of Health to strengthen institutional capacity and governance. The National Health Planning and Policy Advisor will support strategic health‑sector planning, policy development, budgeting and results‑based monitoring.

Key responsibilities

• Provide strategic and technical advice to the Ministry on health‑sector planning, policy formulation and financial budgeting.
• Design and implement results‑based monitoring and evaluation frameworks, and support donor coordination and capacity‑building activities.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or a related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile/post‑crisis contexts.

Required skills

• Strong proficiency with planning and monitoring software or results frameworks.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Office suite, especially Excel, Word and PowerPoint.
