National Health Planning and Policy Advisor

About the role

The Key Expert will support the Syrian Ministry of Health in strengthening institutional capacity and governance. The role focuses on health‑sector planning, policy development, budgeting, results‑based monitoring and donor coordination.

Key responsibilities

• Provide strategic and technical advice on health‑sector planning, policy formulation and financial budgeting.
• Design and implement results‑based monitoring and evaluation frameworks for health programmes.
• Facilitate coordination among donors, development partners and ministry units.
• Develop and deliver capacity‑building activities related to planning and budgeting.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or a related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.
• Strong analytical and report‑writing abilities, with experience synthesising complex data into policy recommendations.
• Excellent written and spoken English; working knowledge of Arabic is an asset.

Required skills

• Proficiency with planning and monitoring software or results frameworks.
• Experience using data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Office suite, especially Excel, Word and PowerPoint.
