Policy, Regulatory & Institutional Expert – Clean Energy

About the role

NTU International A/S is building a pool of qualified Policy, Regulatory & Institutional Experts in clean energy to support the EU‑MENA Clean Tech Cooperation project. Selected experts will be mobilised on a short‑term, on‑demand basis to provide specialised technical advice during project implementation.

Key responsibilities

• Analyse existing energy and clean‑technology policies, legislation and regulatory frameworks.
• Support the design and implementation of renewable energy, energy‑efficiency and clean‑technology policies.
• Advise on electricity market reforms, regulatory structures and institutional arrangements.
• Facilitate policy and regulatory dialogue between EU and MENA stakeholders.
• Conduct institutional assessments and help develop institutional capacity.
• Identify regulatory barriers and propose solutions to promote clean‑technology deployment and investment.
• Prepare policy papers, regulatory analyses, roadmaps and technical recommendations.

Required profile

• Relevant university degree in energy policy, law, economics, public policy, engineering, political science or a related field.
• Proven professional experience in energy or clean‑technology policy, regulation or institutional development.
• Experience advising public authorities, regulators, utilities or other energy‑sector institutions.
• Professional experience in the MENA region is highly desirable.
• Experience with EU‑funded programmes, international financial institutions or donor‑funded initiatives is an advantage.

Required skills

• Excellent command of English.
• Knowledge of French and/or Arabic is a strong asset.
