Program Manager – National Position (Syria)

About the role

The Near East Foundation is seeking an experienced Program Manager to lead its Syria portfolio from Damascus. Reporting to the Country Director, the role oversees multiple projects, staff, and subcontractors while ensuring alignment with donor and organizational objectives.

Key responsibilities

• Develop and maintain detailed program plans, timelines, and resource allocations.
• Coordinate and prioritize activities across several concurrent projects, monitoring progress and quality.
• Manage program budgets, forecast expenditures, and ensure compliance with donor regulations.
• Provide leadership and technical guidance to multidisciplinary teams, addressing issues and escalating when necessary.
• Represent NEF with donors, government counterparts, partners, and other external stakeholders.
• Prepare high‑quality donor reports, management updates, and technical documentation.

Required profile

• Master’s degree in economics, agronomy, agricultural science, or a related field.
• At least eight years of progressive experience in humanitarian or development programming.
• In‑depth knowledge of Syria‑specific development challenges.
• Proven ability to manage sub‑contracts and motivate diverse teams.
• Fluency in Arabic (Levantine dialect and MSA) and English, both written and spoken.
