Programme Manager – Early Recovery and Livelihoods

About the role

UNRWA is seeking a Programme Manager to lead the Early Recovery and Livelihoods portfolio in its Syrian field operations. The incumbent will report to the Senior Technical Specialist – Recovery Programme and will be responsible for planning, coordinating and delivering livelihood interventions that support vulnerable beneficiaries.

Key responsibilities

• Lead day‑to‑day planning, coordination and implementation of the Early Recovery and Livelihoods portfolio, including workplans, schedules, field rollout and beneficiary pipelines.
• Manage the full operational cycle of small‑business grants – from application and eligibility screening to grant agreement, tranche release and post‑distribution monitoring.
• Coordinate with TVET teams, Area Offices, RSSP and Micro‑finance units to ensure integrated pathways linking training, toolkit support, coaching and financial literacy.
• Oversee beneficiary outreach, field verification, scoring, committee review and documentation, ensuring segregation of duties and transparent processes.
• Monitor implementation progress, maintain accurate project records and prepare monthly, ad‑hoc and donor reports, case studies and lessons learned.
• Ensure compliance with accountability, protection, inclusion and risk‑management standards, including confidentiality, data protection and complaints handling.

Required profile

• Proven experience managing early‑recovery or livelihoods programmes in humanitarian settings.
• Strong coordination and stakeholder‑management abilities across multiple UNRWA units.
• Demonstrated capacity to monitor programme performance, produce detailed reports and ensure compliance with protection and inclusion standards.
• Excellent organisational skills and ability to handle complex operational cycles.
