Senior Investment & Blending Expert (Non-Key)

About the role

We are seeking a highly qualified Senior Non-Key Expert – Investment & Blending to provide technical assistance for investment project preparation, EU blending and guarantee instruments, investment pipeline development, project structuring, and cooperation with European and international financial institutions within the EU‑funded Egypt Downtown Facility project.

Key responsibilities

• Support technical assistance assignments related to investment project preparation, EU blending, and guarantee instruments.
• Develop investment pipelines, structure projects, and liaise with European and international financial institutions, public authorities and project promoters.

Required profile

• Master’s degree in economics, finance, investment, banking, business administration or a related field.
• English at C1 level; Arabic desirable; French an asset.
• At least 7 years of relevant professional experience.

Required skills

• Investment project preparation.
• Blending and financial guarantee instruments.
• Knowledge of EFSD+ and EU blending mechanisms.
• Cooperation with European and international financial institutions.
• Investment pipeline development and feasibility assessments.
• Liaising with financial institutions, public authorities and project promoters.
