Senior Training and Institutional Capacity-Building Consultant

About the role

NTU International is seeking a Senior Training and Institutional Capacity‑Building Consultant to support the Syrian Ministry of Health under an EU‑funded technical assistance project. The consultant will design, coordinate, deliver and evaluate training programmes that strengthen institutional performance, evidence‑based decision‑making and accountability.

Key responsibilities

• Develop strategic Master Training Plans that identify specialised expertise needs and coordinate their delivery across health‑sector institutions.
• Design and facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.
• Create pre‑ and post‑assessment tools, monitor training impact and produce simple dashboards for reporting.
• Provide technical assistance to public‑sector health bodies on performance management, KPIs, warehouse and inventory management, quality assurance and digital archiving.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or a related field (or a Bachelor’s degree with at least 10 years relevant experience).
• Minimum 8 years of experience designing and delivering institutional training programmes, including at least 4 years in public‑sector or health‑sector settings.
• Strong experience working with government or quasi‑governmental health organisations.
• Excellent written and spoken Arabic and professional proficiency in English.

Required skills

• Advanced proficiency in Microsoft Word, Microsoft Excel and Microsoft PowerPoint.
• Ability to develop interactive training materials and simple monitoring dashboards.
• Proficiency with the Microsoft Office Suite and basic information‑management fundamentals.
