Associate Human Resources Officer (Services)

About the role

The Human Resources Services Division in UNRWA seeks an Associate Human Resources Officer (Services) to support payroll, entitlements, movements and records for designated portfolios in the field. This position reports to the Human Resources Officer (Services) and may supervise a small team of general services staff.

Key responsibilities

• Assist in managing payroll, entitlements, movements and records for assigned portfolios, ensuring compliance with UN staff regulations and directives.
• Prepare, review and sign Personnel Action Forms and related documents for new hires, temporary staff, leaves, allowances, assignments, retirements and separations.
• Process and verify payroll elements and other HR transactions in the HRM System, guaranteeing accuracy and timely execution.
• Maintain and update personnel records, coordinate post‑action requests and support the preparation of reports.
• Provide guidance, technical training and supervision to junior staff and general services personnel as required.

Required profile

• Knowledge of UN Area Staff Regulations, Personnel Directives and HR policies.
• Experience in handling payroll, staff entitlements and movement processes within an international organization.
• Ability to supervise and train a small team of general services staff.
• Strong attention to detail and accuracy in record‑keeping and data entry.

• Proficiency with HRM System for payroll and personnel transactions.
• Payroll processing and related financial calculations.
