Data Center Program Governance Lead

About the role

The Data Center Program Governance Lead will oversee the governance and technical assurance of a national data center program in Syria, acting as the Owner's Engineer and Project Management Consultant. This mission‑critical role ensures each facility meets quality gates, standards, and availability tier requirements from design through handover.

Key responsibilities

• Establish and maintain the governance model, responsibility matrix, escalation procedures, and change control for the data‑center workstream.
• Own the lifecycle stage‑gate framework and chair gate reviews that release each project stage.
• Line‑manage the Design Governance Lead and Field Assurance Lead, setting acceptance criteria for their teams.
• Verify high‑level designs meet capacity, tier, security, and resilience requirements, including critical power and cooling.
• Ensure each site achieves Tier III or Tier IV compliance per TIA‑942 and EN 50600 standards.
• Govern technical RFP packages, bid evaluation, and vendor recommendations using defensible criteria.
• Oversee QA/QC and commissioning regimes, witness Level 5 Integrated Systems Tests, and confirm operational‑readiness before handover.
• Close out all Non‑Conformance Reports and verify resolutions.
• Screen vendors for sanctions exposure and obtain written clearance before any engagement.
• Prepare and issue monthly quality and progress reports to client committees and senior leadership.

Required profile

• Bachelor’s degree in Electrical or Mechanical Engineering (master’s or Chartered Engineer status is a plus).
• 10–12 years of engineering and program experience, with substantial exposure to mission‑critical or data‑center facilities.
• Proven Owner’s Engineer, PMC, or client‑assurance experience on at least one mission‑critical program.
• Demonstrated record of managing quality gates, QA/QC, commissioning, Integrated Systems Tests, and handover documentation.
