Technical Facilities Program Manager – Syria

About the role

The Technical Facilities Program Manager will lead the Client's national infrastructure program in Syria, overseeing civil, mechanical and electrical (CME) works from site acquisition through construction to handover. Acting as the Owner's Engineer, the role ensures EPC contractors, OEMs and specialist vendors deliver to approved designs, schedule and quality standards.

Key responsibilities

• Govern CME facilities delivery across the program, assuring EPC contractors, OEMs and specialist vendors.
• Lead end‑to‑end program activities: design assurance, procurement support, construction oversight and handover.
• Maintain the approved project baseline and manage formal change control for all design changes.
• Break CME scope into work orders, milestones and dependencies; maintain implementation plan using Primavera P6 or Microsoft Project.
• Coordinate senior project managers, site managers and CME project managers to align design intent with construction execution.
• Provide technical input for EPC, OEM and vendor bids and support procurement activities.
• Establish and enforce QA/QC regime, including ITPs, NCRs, inspections and quality documentation.
• Maintain risk, dependency and escalation logs; produce regular progress reports for the Management Committee.
• Govern site safety, access management and sanctions compliance throughout delivery.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering (Master’s degree advantageous).
• 10–12 years of engineering and project delivery experience, preferably in multi‑site CME or MEP programs.
• Proven track record managing schedule, quality, cost and handover of large infrastructure projects in the Middle East.
• Strong knowledge of civil, mechanical and electrical systems, including power distribution, HVAC, fire protection and building services.
• Hands‑on experience with QA/QC processes, contractor management, construction oversight, procurement support and change control.

Required skills

• Primavera P6 or Microsoft Project for schedule management.
• QA/QC procedures, Inspection & Test Plans (ITPs) and Non‑Conformance Reports (NCRs).
• Technical knowledge of power distribution, HVAC, fire protection and building services.
• Risk and issue management in large‑scale infrastructure projects.
