National Health Planning and Policy Advisor

About the role

The Technical Assistance project to the Syrian Ministry of Health seeks a Key Expert to strengthen institutional capacity and governance. The National Health Planning and Policy Advisor will provide strategic and technical support in health‑sector planning, policy development, budgeting, results‑based monitoring, donor coordination and capacity building.

Key responsibilities

• Support the Ministry of Health in developing and implementing health‑sector strategic plans and policies.
• Design and oversee results‑based monitoring and evaluation frameworks and budgeting processes.
• Facilitate coordination among donors and development partners and deliver capacity‑building activities.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or a related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.
• Strong analytical and report‑writing abilities with experience synthesising complex data into policy recommendations.

Required skills

• Proficiency with planning and monitoring software or results frameworks.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Excel, Word and PowerPoint.
