CME Site Manager – Damascus Based

About the role

The CME Site Manager will lead Norconsult Telematics' on‑site oversight of civil, mechanical and electrical works for a mission‑critical data centre in Damascus. The role covers the full project lifecycle from contractor mobilisation through commissioning and hand‑over, ensuring compliance with design, programme and safety standards.

Key responsibilities

• Oversee on‑site assurance of all CME works, monitoring progress against the programme and reporting slippage early.
• Verify that installations match Issued‑for‑Construction drawings, raising Non‑Conformance Reports as needed.
• Manage daily site routines, clear obstacles, and chair progress meetings with a live issues log.
• Witness QA/QC inspections, close punch‑list items, and support Factory and Site Acceptance Tests for UPS, generators and chillers.
• Coordinate commissioning sequences from Level 1 to Level 5 Integrated Systems Test and ensure HSE compliance, including method statements, permits‑to‑work and controlled access.
• Confirm completion of as‑built drawings, test records and O&M packs against the target Uptime Tier before sign‑off.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering or a related construction discipline.
• 6‑8 years of CME or building‑services construction experience, including senior on‑site management of at least one mission‑critical facility.
• Experience with data‑centre references such as Uptime Institute Tier classifications, TIA‑942 and relevant fire/electrical codes (NFPA, ASHRAE).
• Fluent English for reporting and Arabic for daily coordination with local contractors.
• Awareness of applicable sanctions regimes (US OFAC, EU, UN) for operations in Syria.

Required skills

• Reading and verifying civil, structural, mechanical, electrical and plumbing drawings, including single‑line diagrams.
• Safe isolation, Lock‑Out‑Tag‑Out and permit‑to‑work control around live switchgear and battery rooms.
• Site‑safety qualifications such as NEBOSH or IOSH (preferred).
• Project Management Professional (PMP) certification (advantageous).
• Proficiency with Primavera P6 or MS Project for schedule management.
