Cost Controller – Telecom Projects

About the role

We are looking for a Cost Controller to join our telecom infrastructure projects in Damascus. The role will ensure effective cost planning, monitoring and control across all project phases, providing accurate reporting and analysis to support management decisions.

Key responsibilities

• Prepare, monitor and control project budgets (CAPEX/OPEX) for OSP, ISP, DC and Exchange domains.
• Track actual costs, commitments and forecasts to ensure alignment with approved budgets.
• Conduct cost variance, trend and earned value analysis (EVA) and recommend corrective actions.
• Validate quantities, BOQs and contractor submissions before invoicing.
• Monitor contractor cost performance, productivity and resource utilization.
• Assess financial impact of change requests, scope variations and route modifications.
• Produce monthly, quarterly and ad‑hoc cost reports for internal and client stakeholders.
• Maintain cost databases, dashboards and financial models using Excel, Power BI and ERP systems.
• Support cash‑flow forecasting and financial planning throughout project phases.
• Coordinate with procurement, contracts, material management and project controls to ensure data consistency.

Required profile

• Bachelor’s degree in Engineering, Finance, Accounting or a related discipline.
• 5–8 years of experience in cost control, project controls or financial management within telecom or infrastructure projects.
• Strong understanding of CAPEX/OPEX planning, cost control methodologies and financial reporting.
• Hands‑on experience with ERP systems and client financial portals.
• Proven ability to analyse cost trends, productivity and financial KPIs.
