Fiber Network Planner (Damascus)

About the role

This position owns the end-to-end fiber network planning for a long-distance network project. The planner designs and validates routes, topology, capacity, splicing, ODF connectivity, route diversity and implementation-ready fiber records so they match service requirements and downstream transport and IP planning needs. Fluency in both Arabic and English is mandatory.

Key responsibilities

• Develop fiber network plans covering backbone, metro, access, inter-site connectivity, route diversity and PoP/site interconnections.
• Perform capacity planning, fiber core allocation and utilization forecasting, and maintain a high acceptance rate for planning deliverables.
• Analyze existing fiber inventory, GIS records, duct/route data, ODF records, splice diagrams and field survey outputs to find gaps and constraints.
• Prepare route plans, fiber allocation plans, cable and core utilization views, ODF/patching requirements and diversity assessments.
• Coordinate with civil works, field survey, implementation, operations and vendor teams to validate routes, distances, feasibility and access.
• Ensure plans support DWDM, IP/MPLS, enterprise, wholesale and critical service requirements.
• Define naming conventions, route identifiers, fiber core assignments, splice references and documentation standards.
• Reconcile planned fiber records with physical inventory, as-built documentation and circuit data, and identify risks such as single points of failure, capacity shortfalls and route conflicts.
• Maintain planning trackers and deliver clean datasets for inventory updates, implementation and reporting.

Required profile

• Bachelor's degree in Telecommunications, Electrical Engineering or a related field.
• 8+ years of experience in fiber network planning, OSP/ISP design or fiber inventory engineering.
• Hands-on experience on route planning, diversity and capacity planning, and with multi-site field teams, contractors and vendors.
• Fluency in both Arabic and English; fiber optic design/installation or FTTx/OSP planning certification preferred.
