Expert in Professional Code of Conduct for Nursing Practice

About the role

NTU International is seeking a senior Key Expert to support the Syrian Ministry of Health in strengthening professional codes of conduct and ethical frameworks for nursing practice. The assignment is part of an EU‑funded technical assistance project lasting 14 months.

Key responsibilities

• Develop and refine professional codes of conduct, ethical guidelines and institutional standards for nursing practice in Syria.
• Facilitate consultative sessions with Ministry officials, nursing syndicates, and other stakeholders to ensure alignment with national and international standards.
• Analyze existing legal and ethical frameworks, produce evidence‑based recommendations, and support their implementation across governorates.
• Prepare technical reports, funding proposals and other documentation in Arabic and English.

Required profile

• Master’s degree in Nursing, Health Administration, Public Health, Health Law, Professional Ethics or related field; doctorate or relevant professional certifications are a plus.
• Minimum 10 years of experience in public health, nursing, health policy or health planning, with at least three projects developing professional codes of conduct or ethical frameworks.
• Deep knowledge of the Syrian health system, including the Ministry of Health, nursing syndicates and the Syrian Board.
• High proficiency in professional writing in both Arabic and English.
