Head of Operational Risk Management

About the role

QNB, the largest bank in the Middle East and Africa, is recruiting a Head of Operational Risk Management for its subsidiary in Syria. The incumbent is overall responsible for the adequacy and effectiveness of operational risk management techniques and processes, ensuring independent and objective identification, assessment, measurement, monitoring, reporting and control of operational risk across the whole subsidiary, including conventional banking.

Key responsibilities

• Develop and implement the Operational Risk Management Framework covering risk appetite, tolerance and risk transfer, and prepare the Operational Risk Strategy for the General Manager and Chief Risk Officer's review.
• Create KPIs for operational risk performance and quality monitoring and lead the department's annual budgeting.
• Coordinate with Compliance on regulatory changes, finalise SLAs with internal units and build strong relationships with regulators and other departments.
• Review and revise policies and procedures, develop tools such as Risk Self-Assessment, Risk Mapping, Risk Indicators and an Operational Loss Database, and ensure accountability for controls.
• Drive a formal reporting process so senior management and the Board are informed of significant operational risk issues, and ensure compliance with the subsidiary's central bank requirements.
• Collect and analyse operational loss data by reason, department and business to meet Basel II requirements.
• Lead fraud prevention strategies, post-incident reviews with Internal Audit, information security, access control and physical security, and business continuity.
• Integrate operational risk measurement into risk-reward decisions and introduce periodic reporting of operational risk exposure to Board committees.
