Head of Partnerships and Programme Support Division (PPSD)

About the role

The Head of Partnerships and Programme Support Division (PPSD) will lead the division that includes Programme Development and Reporting, Strategic Communications, Monitoring, Evaluation, Accountability and Learning (MEAL), and Partnerships and Liaison units at IOM’s Syria Country Office. Reporting to the Regional Director and the Chief of Mission, the role ensures that programmes align with IOM Syria’s strategy and that resources are mobilised effectively.

Key responsibilities

• Oversee development, monitoring and evaluation of programme activities to ensure alignment with strategic objectives and delivery of results.
• Lead fundraising and resource mobilisation efforts, analysing donor policies, identifying new funding opportunities and shaping partnership strategies.
• Manage the Programme Development and Reporting, Strategic Communications, MEAL and Partnerships units, ensuring effective internal coordination.
• Provide policy and liaison support for UN internal planning and external stakeholder engagement.
• Coordinate closely with Headquarters, Regional Office and other IOM departments to implement country‑level initiatives.

Required profile

• Extensive experience in programme development, monitoring and evaluation within an international or UN‑related context.
• Proven track record in fundraising, resource mobilisation and partnership management.
• Strong understanding of migration issues and humanitarian programming.
• Demonstrated leadership and team‑management capabilities.
