Monitoring, Evaluation, Research and Learning (MERL) Manager

About the role

The Monitoring, Evaluation, Research and Learning (MERL) Manager will lead the MERL function for the Syria Education Programme II (SEP II). Reporting to the MERL Department, the manager will design and implement research and evaluation frameworks that generate evidence to guide programme decisions and improve learning outcomes for children in conflict‑affected areas.

Key responsibilities

• Design, implement and manage research studies and evaluations to assess programme impact and effectiveness.
• Develop quantitative and qualitative data collection tools and ensure robust methodological standards.
• Collaborate with external evaluators, consultants and partners to oversee evaluation activities.
• Analyse evaluation data, produce insights and recommendations for programme adaptation.
• Contribute to the learning agenda by capturing lessons learned and producing knowledge‑sharing products.
• Uphold safeguarding standards and promote a culture of ethics and accountability.

Required profile

• Proven experience in monitoring, evaluation, research or learning within humanitarian or education programmes.
• Strong understanding of quantitative and qualitative research methods.
• Ability to work collaboratively with diverse stakeholders, including donors, partners and field staff.
• Commitment to ethical standards, safeguarding and confidentiality.
