About the role
The Technical Assistance (TA) Lead will provide strategic leadership for the TA workstream of the Syria Education Programme II, ensuring that all technical assistance activities are coordinated, evidence‑based and aligned with programme objectives, government priorities and donor expectations. The role serves as the primary liaison with the Ministry of Education and other local authorities, representing the programme in high‑level discussions and fostering sustainable, locally owned interventions.
Key responsibilities
- Supervise Technical Advisors working with the Ministry of Education to ensure coherence, quality and responsiveness of technical assistance.
- Shape and communicate a clear vision for the programme’s technical assistance offering, supporting ministry‑led systems strengthening.
- Develop and implement the TA work plan in line with programme goals and MoE priorities.
- Coordinate between SEP technical teams and MoE departments to avoid duplication and maximise impact.
- Support capacity‑building of MoE staff through coaching, mentoring and knowledge transfer.
- Represent SEP in senior‑level meetings, manage relationships with government counterparts and promote collaboration.
- Ensure all TA activities adhere to safeguarding, gender equality and confidentiality standards.
Required profile
- Proven experience leading technical assistance initiatives in the education sector, preferably in conflict‑affected contexts.
- Strong understanding of the Syrian education system and Ministry of Education processes.
- Demonstrated ability to work with international donors and government partners.
- Excellent stakeholder management and high‑level negotiation skills.
- Commitment to safeguarding, gender equality and ethical standards.
