National Cancer Registry & Digital Transformation Expert

About the role

The project supports the Syrian Ministry of Health in strengthening institutional capacity and governance, with a focus on modernising cancer registration systems and integrating them into national digital health infrastructure.

Key responsibilities

• Design, establish and modernise national or sub‑national cancer registries, including SOPs, case‑definition manuals and data‑quality protocols.
• Provide technical assistance for integrating registry data flows with broader health‑information platforms such as DHIS2 and applying interoperability standards like HL7 FHIR.
• Deliver structured, competency‑based training to registrars and health‑information staff at central and peripheral levels.
• Produce quality reports aligned with IARC/GLOBOCAN requirements and ensure compliance with data governance and ethical safeguards.

Required profile

• Master’s degree in Epidemiology, Public Health, Health Informatics, Biostatistics, Oncology or related field (medical degree with oncology/epidemiology specialization acceptable).
• Minimum 8 years of professional experience in cancer registration or health‑information systems, with at least 4 years in designing or modernising a national registry.
• Experience in fragile or conflict‑affected settings is a strong asset.

Required skills

• Hands‑on expertise with CanReg5 or equivalent software (GRECC, Registry Plus/SEER*DMS).
• Proficiency in DHIS2 or comparable national health‑information architectures.
• Knowledge of ICD‑O‑3 coding, HL7 FHIR interoperability standards.
• Strong analytical and report‑writing abilities; proficiency with Microsoft Office and statistical/database tools.
