National Cancer Registry & Digital Transformation Expert

About the role

NTU International is recruiting a Key Expert (Category II) for the EU-funded project "Technical Assistance to the Syrian Ministry of Health - Strengthening Institutional Capacity and Governance". The assignment is based in Damascus, Syria, with an indicative start date of 9 December 2026 and a duration of 14 months. The expert provides strategic and technical assistance in designing, establishing, modernising and strengthening cancer registration systems, including their integration with national health information systems and digital health infrastructure, and in improving the quality, completeness, reliability and interoperability of cancer registry data.

Required profile

• Master's degree in Epidemiology, Public Health, Health Informatics, Biostatistics, Oncology or a closely related discipline; a medical degree with postgraduate specialisation in Oncology or Epidemiology is also acceptable.
• At least 8 years of professional experience in cancer registration, population-based or hospital-based cancer surveillance, or health information systems, of which at least 4 years relate to designing, establishing or modernising a national or subnational cancer registry.
• Excellent written and spoken English (mandatory); working Arabic is an advantage.

Required skills

• Sound understanding of data governance, confidentiality and ethical safeguards for population-based disease registries.
• Ability to design registry SOPs, case-definition manuals and data-quality assurance protocols.
• Experience delivering competency-based training to registrars and health-information staff.
• Strong analytical and report-writing skills, including registry quality reports meeting IARC/GLOBOCAN submission requirements.
• Proficiency in Microsoft Office and statistical/database tools for registry data.
• Knowledge of ICD-O-3 coding and IARC/IACR data quality standards, and hands-on experience with CanReg5 or equivalent software (GRECC, Registry Plus/SEER*DMS).
• Experience integrating registry data with digital health platforms such as DHIS2 using standards like HL7 FHIR.
