National Coordination Associate Consultant – Syria

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a National Coordination Associate Consultant to support the establishment and operationalisation of a National Multi‑stakeholder Disaster Risk Reduction (DRR) Platform in Syria. Based remotely from Damascus, the consultant will work closely with the Ministry of Emergency and Disaster Management (MoEDM) and UNDRR’s Regional Office for the Arab States.

Key responsibilities

• Provide technical expertise and advisory support to set up the National Multi‑stakeholder DRR Platform.
• Facilitate MoEDM‑led outreach and strategic engagement with national and international partners, including UN agencies, NGOs, and technical institutions.
• Collaborate with the International DRR Governance Consultant on the National DRR and Climate Action Strategy and draft the Terms of Reference for the Platform.
• Plan, execute, and analyse MoEDM‑led workshops, trainings, and consultations focused on risk‑informed recovery and resilience.
• Synchronise project deliverables with MoEDM priority recovery planning, track milestones, monitor implementation progress, and drive follow‑up actions.

Required profile

• Relevant academic background in disaster risk reduction, climate change, public policy, or a related field.
• Demonstrated experience working with government ministries, UN agencies, or international NGOs on DRR or recovery initiatives.
• Strong analytical and coordination skills, with ability to manage multi‑stakeholder processes.
• Excellent communication skills in English; knowledge of Arabic is an advantage.
