About the role
The NOC Lead will define and govern the Network Operations Center operating model for a greenfield fiber network, core, IT and IXP domains, ensuring readiness for Day‑1 launch and ongoing MSP NOC operations. The position is based on‑site in Damascus Governorate and involves designing monitoring, alarm management, staffing and process frameworks.
Key responsibilities
- Define the NOC operating model – structure, monitoring scope, support processes, shift model and escalation matrix.
- Set monitoring requirements (latency, jitter, packet loss, availability) and associated alarm, auto‑ticket and escalation thresholds.
- Design fault management framework, including alarm correlation, fault classification, ticket creation and TAC escalation.
- Establish NOC interface to change management – planned maintenance visibility, change‑freeze enforcement and impact monitoring.
- Specify tooling requirements (OSS, NMS, EMS, monitoring platforms, real‑time dashboards) and define interfaces with TAC, field teams, SecOC, Application Services and MSPs.
- Define carrier peering and interconnection monitoring across international exchange points and subsea landing stations.
- Set NOC KPIs, SLA requirements and performance reporting framework.
- Govern NOC readiness validation through simulations, dry runs and acceptance sign‑off, and participate in Operational Acceptance Testing.
- Define IXP operating model – route server management, peering policy governance, BGP fault handling and member onboarding.
Required profile
- Bachelor’s degree in electrical engineering or a related discipline.
- Minimum 10 years of telecommunications network operations experience with significant NOC leadership responsibility.
- Proven experience designing or leading a NOC function in a carrier or wholesale infrastructure environment.
- Experience defining alarm management frameworks and tooling requirements across converged network and IT environments.
- Greenfield or build‑to‑operate program experience is preferred.
- Strong knowledge of IXP operations, route‑server management, BGP monitoring and peering policy governance.
- Excellent analytical, problem‑solving and communication skills in English; Arabic is an advantage.
- Experience with MSP governance, vendor performance management and continual service improvement.
