Network Operations Center (NOC) Lead

About the role

The NOC Lead will define and govern the Network Operations Center operating model for a new fiber network, core, IT and IXP domains, ensuring all monitoring, L1 support and staffing are ready for Day‑1 launch. After launch, the role will transition to overseeing the managed‑service provider NOC function.

Key responsibilities

• Design the NOC operating model, including structure, shift patterns, escalation matrix and monitoring scope.
• Define monitoring thresholds for latency, jitter, packet loss and availability, and set up alarm, auto‑ticket and escalation processes.
• Establish fault‑management frameworks, alarm correlation, ticketing and TAC escalation procedures.
• Specify tooling requirements for OSS, NMS, EMS, monitoring platforms and real‑time dashboards.
• Coordinate NOC interfaces with change management, field teams, SecOC, application services and MSPs.

Required profile

• Bachelor’s degree in electrical engineering or a related discipline.
• At least 10 years of experience in telecommunications network operations with senior NOC leadership.
• Proven experience designing or leading NOC functions in carrier or wholesale infrastructure environments.
• Experience with greenfield or build‑to‑operate programs and MSP governance.
