People and Culture Manager

About the role

The People and Culture Manager will lead HR functions for the Syria Response, ensuring that staff across Jordan, Syria and Türkiye are high‑performing, engaged and well supported. This senior position partners with the Senior Leadership Team to align people strategies with program objectives.

Key responsibilities

• Oversee end‑to‑end People & Culture services including talent acquisition, onboarding, performance management, employee relations, compensation, benefits and learning & development.
• Supervise a team of approximately six staff members, including two direct reports.
• Provide strategic advice to the Senior Leadership Team on workforce planning, organizational development and change management.
• Ensure compliance with organizational policies and local labour legislation.
• Promote an inclusive workplace culture and drive employee engagement initiatives.

Required profile

• University degree in Business Administration, Social Sciences, Psychology or a related field.
• Minimum 8 years of HR experience, preferably with international NGOs, and at least 3 years in a supervisory/management role.
• Professional HR certification (preferred) and strong knowledge of local labour law.
• Fluency in Arabic and English.
• Ability to handle confidential matters with emotional maturity.

Required skills

• Experience in database management.
• Strong spreadsheet software skills.
