About the role
The People and Culture Manager will lead the human resources function for the Syria Education Programme II (SEP II), a UK‑FCDO funded initiative delivering inclusive primary education in Northwest Syria. Reporting to programme leadership, the role ensures workforce planning, recruitment, performance management, staff wellbeing and organisational culture align with Chemonics UK policies and FCDO regulations.
Key responsibilities
- Develop and implement HR strategies, policies and procedures to support staff engagement and operational efficiency.
- Lead end‑to‑end recruitment, onboarding, orientation, performance appraisal and off‑boarding processes.
- Manage employment contracts, benefits, leave administration, payroll inputs and staff grievances.
- Oversee timesheet, travel and expense verification and coordinate with finance for accurate processing.
- Provide guidance on employee relations, safeguarding, and compliance with FCDO and Chemonics standards.
- Drive internal process improvement initiatives related to people systems and workforce planning.
- Support a positive, inclusive organisational culture and staff wellbeing programmes.
Required profile
- Proven experience in human resources management, preferably in international development or humanitarian settings.
- Strong knowledge of recruitment, performance management, employee relations and HR compliance.
- Ability to work collaboratively with programme and operational leadership.
- Excellent communication, analytical and problem‑solving skills.
- Commitment to confidentiality and ethical standards.
