People and Culture Manager – Syria Response

About the role

World Vision is seeking a People and Culture (P&C) Manager to lead HR functions for its Syria response across Jordan, Türkiye and Syria. The role ensures high‑quality staffing, performance management, compensation, training and compliance with local regulations.

Key responsibilities

• Coordinate and manage P&C information systems, ensuring accurate staff records and compliance.
• Standardise HR policies, align them with local labour laws, and conduct annual reviews with legal counsel.
• Raise awareness of P&C policies and procedures among response staff and provide coaching to managers.
• Monitor policy implementation, report breaches and lead process‑improvement initiatives across three countries.
• Maintain the Workday system, ensure data accuracy, and support internal and external audit processes.
• Supervise a team of approximately six staff members, including two direct reports.

Required profile

• Proven experience managing HR functions in humanitarian or multi‑country settings.
• Ability to supervise and develop a small HR team.
• Strong knowledge of local employment legislation in Syria, Jordan and Türkiye.
• Excellent communication and coaching skills for staff and senior leadership.
