Procurement Manager (Idleb, Syria)

About the role

GOAL is seeking an experienced Procurement Manager to lead its procurement function in Idleb, Syria. The role ensures that all purchasing activities are transparent, compliant, and aligned with donor regulations and GOAL’s value‑for‑money principles.

Key responsibilities

• Supervise the procurement team, allocate tasks, monitor performance and provide on‑going training.
• Ensure all procurement procedures follow the GOAL Procurement Manual, donor and country requirements.
• Oversee the full procurement cycle, from purchase request approval to order delivery, preventing delays.
• Approve procurement documentation and maintain complete electronic and hard‑copy filing for audit readiness.
• Manage Anti‑Terrorist & Sanctions Checks (ATSC) for suppliers, keeping records up to date.
• Conduct regular local market surveys and keep the Vendor Roster current.

Required profile

• Proven experience in procurement within humanitarian or development settings.
• Strong knowledge of donor compliance, procurement manuals and value‑for‑money principles.
• Ability to lead and develop a small procurement team.
• Excellent organizational and analytical skills.
