Programme Director for Syria

About the role

The Programme Director (PD) is a senior leadership position within People in Need (PIN) responsible for the overall quality, coherence and compliance of the organisation’s programme portfolio in Syria. Based in Damascus, the PD works closely with the Country Director and senior management to steer the country programme and manage risks.

Key responsibilities

• Provide strategic oversight of all programme components, ensuring alignment with PIN values, policies and the Syria Country Programme strategy.
• Support the Country Director in overall programme planning, risk management and decision‑making.
• Oversee the design and implementation quality together with Programme Managers and the Deputy Regional Director for the Middle East.
• Directly line‑manage the Programme, MEAL, Grants and Communications teams, fostering a culture of respect, transparency and openness.
• Ensure all staff understand and comply with PIN policies, including the Code of Conduct and Safeguarding Policy.
• Identify capacity gaps with team leads and implement staff development initiatives.

Required profile

• Proven experience in senior programme management within humanitarian or development contexts.
• Demonstrated ability to lead multidisciplinary teams and manage complex, multi‑pillar programmes.
• Strong understanding of programme risk management, compliance and quality assurance.
• Excellent communication skills and commitment to safeguarding and ethical standards.
