Senior Health Information Systems Expert

About the role

NTU International is recruiting a Senior Health Information Systems Expert to support the Syrian Ministry of Health under an EU‑funded technical assistance project. The role focuses on strengthening national health information systems, DHIS2 implementation, data governance and interoperability.

Key responsibilities

• Provide technical and strategic guidance for DHIS2 configuration, administration and system architecture.
• Develop and implement health data governance frameworks, data quality assurance processes and routine audits.
• Design and deliver capacity‑building programmes for ministry staff, including training on data quality, interoperability standards and BI tools.
• Support the development of interoperable health information exchanges using standards such as HL7 FHIR and OpenHIE.

Required profile

• Master’s degree in Health Informatics, Public Health, Information Systems or related field (or equivalent experience).
• 7‑10 years of professional experience in health information systems strengthening, including DHIS2 implementation at national level.
• Experience working with ministries of health in fragile or post‑crisis settings is strongly preferred.
• Excellent written and spoken English; working knowledge of Arabic is an asset.
