Senior Training and Institutional Capacity-Building Consultant

About the role

The Senior Training and Institutional Capacity-Building Consultant will support the Syrian Ministry of Health in strengthening its institutional performance, governance and evidence‑based decision‑making. The role involves designing, coordinating, delivering and evaluating training programmes for health‑sector institutions.

Key responsibilities

• Design and facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.
• Develop pre‑ and post‑assessment tools, measure training impact and create simple monitoring dashboards.
• Prepare strategic Master Training Plans that identify specialised expertise needs and coordinate their delivery.
• Produce interactive training materials using Microsoft Office applications.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or related field (or Bachelor’s with ≥10 years relevant experience).
• Minimum 8 years experience designing and delivering institutional training programmes, including ≥4 years in public‑sector or health‑sector settings.
• Fluent Arabic (written and spoken) and professional proficiency in English.
• Professional certification in training/facilitation (e.g., Training of Trainers) is an asset.

Required skills

• Advanced proficiency in Microsoft Word, Excel and PowerPoint.
• Strong ability to use the Microsoft Office Suite to develop interactive training materials and basic monitoring dashboards.
