Senior Training and Institutional Capacity-Building Consultant

About the role

The Senior Training and Institutional Capacity‑Building Consultant will support the Syrian Ministry of Health in strengthening its institutional performance, evidence‑based decision‑making and accountability. The assignment involves designing, delivering and evaluating training programmes for health‑sector institutions.

Key responsibilities

• Design strategic Master Training Plans that identify specialised expertise needs and coordinate delivery across ministries.
• Develop and facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.
• Create pre‑ and post‑assessment tools, monitor training impact and produce simple dashboards for performance tracking.
• Provide technical assistance for administrative and operational skill development, including performance management, KPIs, warehouse and inventory management, quality assurance and digital archiving.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or a related field (or a Bachelor’s plus 10 years relevant experience).
• Minimum 8 years of experience designing and delivering institutional training, with at least 4 years in public‑sector or health‑sector contexts.
• Strong command of Arabic (written and spoken) and professional proficiency in English.

Required skills

• Advanced proficiency in Microsoft Word, Excel and PowerPoint for creating interactive training materials and monitoring dashboards.
• Experience designing assessment tools and measuring training impact.
• Professional certification in training or facilitation (e.g., Training of Trainers) is an asset.
