Senior Training and Institutional Capacity-Building Consultant

About the role

NTU International is recruiting a highly qualified Senior Training and Institutional Capacity-Building Consultant (Category II) for an EU-funded project supporting the Syrian Ministry of Health in strengthening its institutional capacity and governance. The consultant provides strategic and technical assistance in designing, coordinating, delivering and evaluating institutional training and capacity-building programmes for health-sector institutions. The indicative start date is 9 December 2026, with a 14-month implementation period.

Key responsibilities

• Design, coordinate, deliver and evaluate institutional training and capacity-building programmes for health-sector institutions
• Prepare strategic Master Training Plans that identify specialised expertise needs and coordinate their delivery
• Design pre- and post-assessment tools and measure training impact
• Facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding

Required profile

• Master's degree in Institutional Development, Human Resources Management, Education and Curriculum Design, Public Administration or a closely related field; a Bachelor's degree may be accepted with at least 10 years of directly relevant experience
• At least 8 years of professional experience designing and delivering institutional training and capacity-building programmes, including at least 4 years with public-sector or health-sector institutions
• Excellent written and spoken Arabic (mandatory); good professional English (mandatory)
• Prior experience with government or quasi-governmental health bodies strongly preferred
• Experience training administrative and operational skills (performance management and KPIs, warehouse and inventory management, quality assurance, digital archiving)

Required skills

• Professional certification in training or facilitation (e.g. ToT) is an asset
• Advanced proficiency in Microsoft Word, Excel and PowerPoint, with the ability to develop interactive training materials and simple monitoring dashboards
• Proficiency in teaching and information-management fundamentals
