Head of Partnerships and Programme Support Division

About the role

The International Organization for Migration (IOM) is seeking a senior leader to head its Partnerships and Programme Support Division (PPSD) for the Syria Country Office. Reporting to the Chief of Mission and under the Regional Director, the incumbent will steer programme development, fundraising, monitoring and evaluation, communications and partnership functions.

Key responsibilities

• Oversee the design, monitoring and evaluation of programmes to ensure alignment with IOM Syria strategy and delivery of results.
• Lead fundraising and resource mobilisation, analysing donor policies, identifying new funding opportunities and shaping proactive partnership approaches.
• Manage the Programme Development and Reporting, Strategic Communications, MEAL and Partnerships & Liaison units.
• Provide policy and liaison support for UN internal planning, programming and Sustainable Development Goals frameworks.
• Coordinate closely with regional and headquarters offices, ensuring effective internal and external collaboration.

Required profile

• Extensive experience in programme management, monitoring & evaluation and results‑based reporting.
• Proven track record in fundraising, donor engagement and resource mobilisation in an international or UN context.
• Strong understanding of migration issues, UN frameworks and sustainable development objectives.
• Ability to lead multidisciplinary teams and foster partnerships with governmental, intergovernmental and NGOs.
