Programme Director for Syria

About the role

The Programme Director for Syria will lead People in Need’s country programme, overseeing the design, implementation and monitoring of humanitarian and early‑recovery interventions across the four strategic pillars. Reporting to the Country Director, the role is based in Damascus and involves regular travel to implementation offices throughout Syria.

Key responsibilities

• Provide strategic leadership and overall management of the Syria country programme, ensuring alignment with organisational goals and donor requirements.
• Oversee programme planning, budgeting, staffing and performance monitoring for emergency response, education, climate resilience, livelihoods and governance pillars.
• Coordinate with partners, UN agencies and local authorities to ensure effective delivery and joint advocacy.
• Lead risk assessment, compliance and quality assurance processes, including reporting to donors and senior management.
• Mentor and develop programme staff, fostering a results‑driven and safety‑focused culture.

Required profile

• Minimum 8‑10 years of experience in managing large‑scale humanitarian or development programmes, preferably in conflict‑affected settings.
• Proven experience leading multi‑disciplinary teams and handling complex budgets.
• Strong knowledge of the Syrian humanitarian context and the sector’s best practices.
• Fluent English; Arabic proficiency is an advantage.
